Open Public Meeting on September 12 Meeting Summary The meeting opened on a motion by E. Hartwell, seconded by E. Simpson, with all members voting in favor. Street Improvement Project Tom Bliss with SEND explained that the Village is seeking funding for its 1- and 6-year plan. The project includes: Phase 1: Resurface 2nd Street from Rock Creek to Elm, estimated at $344,000. Phase 2: Improve 3rd Street from Rock Creek to Elm, estimated at $321,000. The total estimated cost is $665,000, including $91,900 for engineering and design by Miller and Associates, which will oversee and inspect the work. Grant Support The grant application will include community input on why Bee should receive funding. Residents were asked to submit support letters, and the meeting was opened for comments. Resident Comments 1. Water department projects found hollow areas under the streets, creating concern that heavy trucks could cause major damage. 2. Residents noted asphalt may continue breaking away during plowing season. 3. The roads, originally built in the 1980s, have only been patched, while weather and weak base conditions continue to damage them. 4. The Seward County Chamber of Commerce attended and supported the project, noting the importance of safe streets. Village Information and Deadline The Village will report work completed in the past five years, including street, ballroom, park, and other projects. Because it receives about $30,000 annually for street maintenance, the grant is important for addressing safety concerns. The Village will collect support letters for the CDBG Grant proposal by the September 15, 2026 deadline. Closing Motions The meeting was closed on a motion by C. Kirby, seconded by E. Hartwell; all voted in favor. The resolution to apply for the CDBG grant was approved on a motion by C. Kirby, seconded by E. Hartwell; all voted in favor. SCI — September 30, 2026 ZNEZ
