SEWARD COUNTY PROJECT NAME: ROAD DEPARTMENT’S 420TH ROAD IMPROVEMENTS HUD GRANT NUMBER: B-24-CP-NE-1365 Seward County is seeking input on the proposed road widening and resurfacing project: Road Department’s 420th Road Improvements, approximately 5.5 miles in length, located on 420th Road in Seward County, from US-Highway 34 (US-34) south to the interchange at Interstate 80 (I-80). Construction may begin and/or end approximately 200 feet ahead of or beyond the actual project limits to accommodate transitioning the roadway back into the existing roadway grade. The purpose of this proposed project is to improve the reliability of the transportation system and perpetuate the mobility of the traveling public. The need for the project is based on June 2020 traffic counts, which indicated an average of 2,237 vehicles per week as this is the main access road between the Village of Beaver Crossing and US-34. The need is further supported because this road also provides direct access for several agricultural producers in the area: two chicken farms, three feedlots, and a trucking business. Traffic is heightened during harvest as trucks haul corn and soybeans to elevators. The existing roadway is a 28-foot-wide gravel road. The proposed work provides widening and resurfacing to connect US-34 and I-80. The Housing and Urban Development (HUD) Community Project Funding (CPF) grant will be used for the following improvements: 1) Widening to two 12-foot concrete lanes with two 6-foot earthen shoulders (one on each side). 2) Intersections will be reconstructed back to the ends of the return radius. 3) Surveying and staking. 4) Grading beyond the hinge point will be required for the length of the project. 5) Shoulder reconstruction will be required for the length of the project. 6) Culvert replacement. 7) Erosion control. 8) Utility relocation (relocation costs are the responsibility of the utility company for utilities in right-of-way (ROW)). 9) Signs with soil disturbance. 10) Rock or gravel surfacing. 11) Pavement marking. 12) Clearing and grubbing non-woody vegetation. 13) Acquisition of ROW. 14) Completion of National Environmental Policy Act (NEPA) documentation. The road will be closed to through traffic during construction. Access will be maintained for local traffic and controlled by appropriate traffic control devices and practices. A detour will be provided utilizing Holdrege Road, 406 Road, and US-34. Work will not be required on the designated detour route. No nighttime work is expected. The project would require the acquisition of additional property rights, which could include new right-of-way and temporary easements. If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements. Potential impacts to environmental resources have been, or will be, evaluated as the proposed project design progresses. These resources include, but are not limited to, contamination and toxic substances, endangered species, farmlands protection, floodplain management, historic preservation, and wetlands protection. Floodplain impacts are not anticipated. Wetland impacts are anticipated; however, no mitigation is anticipated. The proposed project would be funded with $3,000,000 from Housing and Urban Development (HUD) Community Project Funding (CPF) grant (federal funds) and county funds ($4,193,685) in 2025 dollars. Construction could begin as early as spring of 2026 and is anticipated to end by fall of 2026. The public is encouraged to make suggestions or express concerns regarding this proposed project.
