NOTICE OF PUBLIC HEARING Village of Garland, Nebraska Planning Commission will hold a public hearing on May 2, 2026, at 3:00 PM at Village Hall to consider a moratorium on special and conditional use building permits. The moratorium is being considered due to outdated comprehensive plan, code, and ordinance documents, with potential review and adoption of updated materials similar to those used by the City of Seward. The proposed moratorium would temporarily pause all such permits while updates are reviewed and decisions are made by the Planning Commission and Village Board. Public comment is encouraged as part of this process. Each speaker will have a three-minute time limit and will be required to submit their name and address on provided forms. Disruptions will not be permitted during the hearing and may result in removal after a warning. The hearing will remain open until all interested parties have had an opportunity to speak, after which the Planning Commission may consider making a recommendation to the Village Board.
