NOTICE OF PERMIT ISSUANCE The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for the City of Seward Wastewater Treatment Facility, 1040 South Columbia Avenue, Seward, NE (NPDES# NE0023876; SIC 4952). This publicly owned treatment works receives and treats domestic and process industrial wastewater which discharges from a mechanical treatment system through Outfall 001 and Outfall 002. Outfall 001 discharges to Plum Creek, Segment BB4-20600 in the Big Blue River Basin. Outfall 002 discharges to the Big Blue River, Segment BB4-20000 in the Big Blue River Basin. Modifications include the addition of Outfall 002, changed pollutant scan requirements, and the addition of permit action items. The modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. Written comments, objection and/or hearing requests concerning permit issuance may be submitted to Kim Bubb, NPDES and State Permits Section, Nebraska Department of Environment and Energy, PO Box 98922, Lincoln, NE 68509-8922 before the comment period ending date of March 26, 2021.
