NOTICE OF FINDING OF NO SIGNFICANT IMPACT (FONSI) AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOIRROF) June 24, 2026 Village of Beaver Crossing 800 Dimery Street Beaver Crossing, NE 68313 402-532-3925 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Village of Beaver Crossing, the recipient of the Nebraska Department of Economic Development grant, and also the Responsible Entity (RE). REQUEST FOR RELEASE OF FUNDS On or after July 10, 2026 the Village of Beaver Crossing will submit a request to the United States Department of Housing and Urban Development (HUD), or its State administering agency, Nebraska Department of Economic Development (State), for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Urban Development Act of 1974 (U.S.C. 5301 et seq.), as amended, to undertake a project known as the Beaver Crossing New Community Building Project for the purpose of implementing a community building project within its municipal limits (the “Project”). The Project will include construction of a community building on the southeast lot of Elk Street and Martin Avenue at 1019 Elk Street, Beaver Crossing, NE 68313. The total Project area covers an area of approximately 7,900 square feet (SF). This Project location is owned and maintained by the Village and is surrounded by a mix of commercial and residential land uses. Project activities include construction of a pre-engineered metal building (PEMB) 60’ by 90’ with an additionally attached wood-framed structure of 2500 SF General materials that will be utilized on this project, both interior and exterior, include: concrete and masonry work; wood, plastics and composite materials; thermal and moisture protection; windows, doors and frames; drywall, ceiling tiles, flooring; toiletry accessories; fire suppression system; bathroom and kitchen plumbing, gas water heater, furnace; HVAC system; electrical; exterior lighting; and earthwork. The facility will be in compliance with the Americans with Disabilities Act (ADA), including the installation of accessible parking stalls. Demolition of the existing property structure will take place outside of the Project scope of work. However, this activity will be assessed during the Environmental Review for potential adverse impacts. Total Project costs are estimated at $1,028,838. The Project will be funded by a Nebraska Department of Economic Development (DED) Community Development Block Grant (CDBG) in the amount of $630,000, including $25,000 for general administration and $5,000 for construction management, and a match from the Village of $398,838 sourced through a combination of available funds and cash donations. The Project will primarily benefit low to moderate income (LMI) persons. The Project activities will not result in the displacement of any residents, businesses, or farms. However, temporary impacts such as road closures, noise, and dust are expected. The Village will notify businesses, residents, and emergency services in advance of any disruptions and provide alternative routes to minimize inconvenience. All Project activities will be completed within 30 months. FINDING OF NO SIGNIFICANT IMPACT The Village of Beaver Crossing has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Village of Beaver Crossing Village Hall located at 800 Dimery St., Beaver Crossing, NE 68313 where the ERR can be examined and may be copied weekdays 8 A.M to 12 P.M. The ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to the address above Village of Beaver Crossing, P.O. Box 116, 800 Dimery St., Beaver Crossing, NE 68313 or by email to villageofbc@windstream.net. If the RE chooses to send the ERR to the public for review via U.S. mail, the RE will establish a timeframe for accepting comments with the person requesting the ERR.  PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Village Clerk, Peggy Pankoke. All comments received by July 9, 2026 will be considered by the Village of Beaver Crossing prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Village of Beaver Crossing certifies to the State that Gerald Zieg in their capacity as Board Chairperson consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Village of Beaver Crossing to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The Nebraska Department of Economic Development will accept objections to its release of funds and the Village of Beaver Crossing certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Village of Beaver Crossing; (b) grant recipient has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Nebraska Department of Economic Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) in writing to the Nebraska Department of Economic Development, 245 Fallbrook Blvd, Suite 002, Lincoln, NE 68521. Potential objectors should contact the Nebraska Department of Economic Development to verify the actual last day of the objection period.
