LEGAL NOTICE CITY OF SEWARD PROJECT: BRO-7080(56) SEWARD EAST; C.N. 13524 The City of Seward is currently soliciting public input on the proposed replacement of the bridge over Plum Creek (Structure U220002015) on East Hillcrest Drive/Bluff Road in Seward County. Identified as Seward East, the proposed project would replace the bridge over Plum Creek on East Hillcrest Drive/Bluff Road east of Karol Kay Boulevard in Seward. The project would include the length of the bridge and 500 feet beyond both ends of the bridge. The purpose of the bridge replacement project is to provide a modern and safe stream crossing to improve the reliability of the transportation asset and perpetuate the mobility of the traveling public. The need for this project is based on the current condition of the bridge. The project would remove the existing 101-foot-long, triple-span bridge and replace it with a 120-foot-long, three-span continuous concrete slab bridge with a 34-foot-wide clear roadway that includes 12-foot-wide driving lanes and 4-foot-wide shoulders. Work would be required in the waterway. Additional work would include bank stabilization, guardrail replacement, roadway resurfacing and a temporary waterway crossing for construction. The proposed project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements. Wetland and/or other water resource impacts are anticipated; mitigation would occur as needed. This project would not be constructed under traffic. The project would temporarily close a segment of East Hillcrest Drive/Bluff Road on either side of the bridge during construction. A designated detour would be provided utilizing North Columbia Avenue, U.S. Highway 34 (US-34) and Road 252. Construction could begin as early as spring 2026 and be completed by fall 2026. The total cost of this project is estimated at approximately $3 million and would come from federal funding sources. Comments will be collected through April 11, 2025.
