Early Notice and Public Review of a Proposed Activity in a Floodplain To: All interested Agencies, Groups and Individuals This is to give notice that the Village of Beaver Crossing has determined that the following proposed action under the Nebraska Department of Economic Development (NEDED) Community Development Block Grant (CDBG) program, grant #25PWF002, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and the Village of Beaver Crossing will be identifying and evaluating practicable alternatives to locating the action within the floodplain/wetland and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is at 1019 Elk Street in Beaver Crossing, Seward County. The Village of Beaver Crossing, Seward County, Nebraska (“Village”) is preparing to implement a community building project within its municipal limits (the “Project”). The Project will include construction of a community building on the southeast lot of Elk Street and Martin Avenue at 1019 Elk Street, Beaver Crossing, NE 68313. The total Project area covers an area of approximately 7,900 square feet (SF). This Project location is owned and maintained by the Village and is surrounded by a mix of commercial and residential land uses. Project activities include construction of a pre-engineered metal building (PEMB) 60’ by 90’ with an additionally attached wood-framed structure of 2500 SF General materials that will be utilized on this project, both interior and exterior, include: concrete and masonry work; wood, plastics and composite materials; thermal and moisture protection; windows, doors and frames; drywall, ceiling tiles, flooring; toiletry accessories; fire suppression system; bathroom and kitchen plumbing, gas water heater, furnace; HVAC system; electrical; exterior lighting; and earthwork. The facility will be in compliance with the Americans with Disabilities Act (ADA), including the installation of accessible parking stalls. Demolition of the existing property structure will take place outside of the Project scope of work. However, this activity will be assessed during the Environmental Review for potential adverse impacts. Total Project costs are estimated at $1,028,838. The Project will be funded by a Nebraska Department of Economic Development (DED) Community Development Block Grant (CDBG) in the amount of $630,000, including $25,000 for general administration and $5,000 for construction management, and a match from the Village of $398,838 sourced through a combination of available funds and cash donations. The Project will primarily benefit low to moderate income (LMI) persons. The Project activities will not result in the displacement of any residents, businesses, or farms. However, temporary impacts such as road closures, noise, and dust are expected. The Village will notify businesses, residents, and emergency services in advance of any disruptions and provide alternative routes to minimize inconvenience. All Project activities will be completed within 30 months. The total Project area covers approximately 5,500 square feet, or approximately 1 acre within the FFRMS 0.2 percent annual chance floodplain. The Project is situated within a 1.33 acres lot, portions of which are within the 1 percent and 0.2 percent annual chance floodplains. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the [floodplain/wetland]. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
