Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, Freeman, Parks. Absent: DeLong. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented striking item (a) under Current Business. PUBLIC COMMENT: Megan Eckles introduced herself as the new Emergency Management Director. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approved Minutes: 2/3/26 b. Approval of Claims: Totaling $242,647.00 c. Approved Treasurer’s Report for 1/26. d. Reports/Communications filed by Governing Board and City Personnel. e. Appointment: Pete Jardee, Cemetery and Recreation Board. SALARIES: 47,491.48 GENERAL FUND: See attached CURRENT BUSINESS: Consider approval of the ALLO Non-Exclusive Public ROW License Agreement and authorize Mayor to sign the same. Item removed. Consider recommendation from Sr. Center Board to utilize funds not to exceed $25,000.00 from the Community Betterment Account to replace windows on the north side of the Sr Center Building. Approved the recommendation from the senior center board to utilize funds not to exceed the $25,000 from Community Betterment account (24) to replace the windows on the north side of the Senior Center. Consider Addendum #4 adding Fillmore County as a party to the Interlocal Agreement for cooperative public safety software, hardware, and related services. Consider filing a lien against Dale Farnstrom, 617 S. D Street for delinquent water/sewer services. Council approved moving forward with the lien against Mr. Dale Farnstrom at 617 South D Street for delinquent water and sewer services but to suspend the lien for the next seven days to allow Mr. Farnstrom an opportunity to make his account current. Consider Procurement Procedures and Code of Conduct for CDBG program and authorize Mayor’s signature. Approved the Procurement Procedures and Code of Conduct for CDBG program and authorize the mayor’s signature. Consider Exclusive License Agreement with LinPepCo (Pepsi) for Welch Park Concession Stand and authorize Mayor to sign the same. Approved the Exclusive License Agreement with LinPepCo (Pepsi) for Welch Park Concession Stand and authorize the mayor’s signature. Pepsi is providing 2 new coolers for the concession stand and any pop sold at Welch Park must be purchased through the distributor. RESOLUTION NO. 684: A RESOLUTION OF THE CITY OF MILFORD, NEBRASKA, AUTHORIZING AND DIRECTING THE SALE OF CERTAIN PERSONAL PROPERTY KNOWN AS A BALDWIN PIANO OWNED BY THE MILFORD SENIOR CENTER, AND SETTING FORTH CERTAIN TERMS AND CONDITIONS RELATED THERETO.
