CITY OF MILFORD JULY 7, 2026 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on July 7, 2026 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. PUBLIC COMMENT: No comments. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approve Minutes: 6/2/26 b. Approval of Claims totaling $181,248.18 c. Approve Treasurer’s Report for 5/26 d. Reports/Communications filed by Governing Board and City Personnel. e. Approve Fire Department Roster as presented. f. SENDD request for membership dues: 2026-2027General Membership - $1832.00, Housing $647.00 SALARIES: $97,461.29 GENERAL FUND: (See attached) PUBLIC HEARING: Public Hearing of the Citizen Advisory Committee Mayor Kelley opened the Public Hearing. K. Wingard submitted a report for the council. Public Hearing closed. CURRENT BUSINESS: Consider approval of Interlocal Agreement for Zuercher Chief Kremer noted the agreement was just received today. Attorney Aerts has reviewed the agreement, there is a comment period open until 7/22, and this does not seem to be a final form agreement. Item tabled. Consider approval of E911 Budget for 2026-2027 Fiscal Year Chief Kremer spoke with E911 Director and her budget was not approved until today. Mariah asked that we table this item. Item tabled. Review One & Six Year Street Plan The road between the pool and golf course needs to be considered. Approved an amendment of adding to the six year plan the road between the pool and golf course. Consider Memorandum of Agreement among Southeast Community College, City of Milford, and Nebraska Public Power District. Attorney Aerts asked for more background about how this came up and why it is necessary for the city to assume ownership of this infrastructure that is currently owned by SCC? Since Milford is a pro-agreement town, NPPD leases the system from the City and then NPPD takes care of it. The Transformers have been revamped so they are in good condition. NPPD is unable to lease directly from SCC because they are a private industry. This agreement will be an addendum to the professional retail operations agreement that is in place between NPPD and the City. The system was inspected prior to bringing this agreement to the Council. NPPD will provide the City with documentation regarding the condition of the system vs verbal acknowledgment. Item tabled. Agenda Request from Sr Center Board – The Senior Board would like Council approval for a pay increase for our Senior Center Director, Mystii Lauer. Kelli Keib – Sr. Center Board member presented for the board. Mystii started July 2023 and came with budget experience, working with DHHS she is perfect for the program. Several different positions and pay were discussed. The board believes she is worth requesting $22.00 per hour. The council will take it under consideration at budget work night. Consider offer of employment for fulltime Police Officer and set wage. Council approved the offer of employment to Jason Harnisch as a fulltime police officer at $28.00 per hour with a start date to be determined. Consider review and approval of bids for the 2025 Water Main Improvements. Ethan Hall with JEO presented the bid tab information on the water main improvement project. Council approved the bid for the 2025 Water Main Improvement project to VanKirk Bros. Contracting in the amount of 1.08 million. Consider review and Issue Notice of Award for the 2025 Water Main Improvements. Council approved the Notice of Award to VanKirk Bros. Contracting for the 2025 Water Main Improvement project. Consider approval of Amendment 1 for the proposed water system improvements. Ethan Hall with JEO explained the amendment covers additional services to be performed by JEO. Council approved Amendment 1 for the proposed water system improvements, covering all work in group (A). Consider authorizing the mayor’s signature on the revision of the Milford DTR Construction Management Agreement changing total amount of reimbursement from $5,000 to $10,000.
