Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. Clerk Hoggins reviewed the biannual report filed by Chairman of the CARC, Kevin Wingard. Mayor Kelley closed the public hearing at 7:06. Public Hearing to hear testimony in favor of, or opposition to, and to answer questions in relation to request from Southeast Community College, Milford, NE (SCC) for Preliminary and Final Plat combining Parcel ID 8000095731, 11-9-3 Tract in N ½ NE 1/4 with Runty’s 1st Addition, Blk 2, Lots 1- 4; Milford Runty’s 2nd Addition, Blk 1, Lots 5-7; Milford Runty’s 2nd Addition, Blk 1, Lot 8 & 11-9-3 NE ¼ NE ¼ 6’ x 140’ Tract (Parcel IDs 800065263, 800065271, 800065336, 800065344, and 800065352), to create new combined “Lot 1 of the SCC Milford Addition.” Opened the public hearing at 7:08 pm. Associate Vice President of SCC, Jon Kisby shared the purpose of this request is for a new building, Construction Technology Center approximately 50,000 sq ft of training space for building trades, construction, concrete construction, plumbing and heating, ventilation, air conditioning, refrigeration. Mayor Kelley closed the public hearing at 7:15. Public Hearing to hear testimony in favor of, or opposition to, and to answer questions in relation to SCC request for a Change of Zone for lots located along Hwy 6 from Mixed Use Corridor (MUC) to Central Business District (C-1(Milford Runty’s 1st Addition, Blk 2, Lots 1- 4; Milford Runty’s 2nd Addition, Blk 1, Lots 5-7; Milford Runty’s 2nd Addition, Blk 1, Lot 8 & 11-9-3 NE ¼ NE ¼ 6’ x 140’ Tract) (collectively, the “Five Lots”). Opened the public hearing at 7:16 pm. No public comments or questions; Mayor Kelley closed the public hearing at 7:17. Public Hearing to hear testimony in favor of, or opposition to, and to answer questions in relation to Conditional Use Permit for use of Conex trailers for the future SCC Milford Construction Trades Center (CTC) building. Opened the public hearing at 7:17 pm. Mr. Kisby explained the students have built 2 houses off campus and will be building 2 houses per year as they have purchased 10 lots in the Timber Creek Subdivision. They need a place to store their tools at the construction site. Mayor Kelley closed the public hearing at 7:20. Public Hearing to hear testimony in favor of, or opposition to, and to answer questions in relation to SCC request to vacate the existing public alley located south of 5th Street / Hwy 6 and east of S. Walnut Ave. (more specifically situated between S. Maple Ave. and S. Walnut Ave. and directly south and adjacent to the Five Lots (as defined above)). Opened the public hearing at 7:21 pm. Mr. Kisby explained there is an alley that runs behind the 5 house lots that were purchased by SCC. The alley goes right through the middle of the new building as it currently sits. We need to vacate the alley to construct the new building. Mayor Kelley closed the public hearing at 7:22. CURRENT BUSINESS: *Approved the recommendation from Planning Commission on request from SCC for Conditional Use Permit to use Conex trailers for the future SCC Milford Construction Trades Center (CTC) building. *Approved Professional Service Agreement for up to $25,000 with Southeast Nebraska Development District (SENDD) for General Administration services for the Downtown Revitalization CDBG project (NDED Contract No. 25DTR003), and authorization for the Mayor to execute said agreement, together with all other agreements and forms related and ancillary thereto, and verification of SENDD’s SAM.gov status and exclusions. *Approved Professional Service Agreement for up to $5,000 with Southeast Nebraska Development District (SENDD) for Construction Management services for the Downtown Revitalization CDBG project (NDED Contract No. 25DTR003), and authorization for the Mayor to execute said agreement, together with all other agreements and forms related and ancillary thereto, but contingent upon issuance of Release of Funds & Environmental Clearance by NDED and verification of SENDD’s SAM.gov status and exclusions. * Authorized the Mayors signature on the CDBG Determination of Level or Review document and any other related documents pertaining to the CDBG project. *Mr. Kisby shared that this request is to honor a historical tradition back from past. Nebraska Hall has been recently renovated and a picture was found from back in the 50’s with a Trades City Dormitory sign on the front. There were other buildings on campus designated Trades City, it was kind of a nickname back then. Council will move forward with changing Walnut Street south of Hwy 6 to “Trades City Drive”. *Wayne Stohlman reported he had been in contact with BVPS and the new siren head is covered with a 5 year warranty. After much discussion and consideration, the council approved the revised maintenance agreement with BVPS on both emergency sirens in the amount of $1521.00 with the addition of clarifying paragraph 6 in the agreement before the agreement is signed. *Consider potential revisions and updates to City Employee Handbook related to process and procedures for vacation, paid time off, and other employee leave requests, along with other potential revisions necessitated by new City payroll system. Mayor Kelley shared a need to update the Employee Handbook due to a difference in calculating VAC/ILL leave with the new Pay Clock system along with updating some sections related to approval/authorization of Vacation time. Attorney Aerts will review and make changes for consideration. No action taken.
