Mayor Kelley called the meeting to order at 7:01 pm. Present: Bauer, Freeman, Parks. Absent: DeLong. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. PUBLIC COMMENT: No comments. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approved Minutes: July 7, 21 & 22, 2026. b. Approval of Claims: Totaling $249,973.25 c. Approve Treasurer’s Report for 6/26 d. Reports/Communications filed by Governing Board and City Personnel. e. Amend pay range for Recreation Director from $19.00 to between $17.00 - $19.00 pending skill set and experience. SALARIES: $70,227.52 GENERAL FUND: (See attached) CURRENT BUSINESS: Consider approval of Interlocal Agreement for Zuercher: Item tabled. Consider approval of E911 Budget for 2026-2027 Fiscal Year: E911 Director, Maria Scamehorn provided the budget for the 2026-2027 E911 Fiscal Year. An 11% increase from last year due to a 16% increase in health insurance, and a large budgetary increase of Equipment and Rental line item. Approved the E911 Budget for the 2026-2027 Fiscal Year with Milford’s 4% totaling $42,827.96. Consider Job Description for Recreation Director Position: Approved the job description for the Recreation Director position adding: Assist Maintenance Department with field preparation as needed, including but not limited to: Dragging, lining, watering etc… Consider adding Deputy Clerk Whitney Parks to the City’s Safe Deposit Box Agreements. RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 686: AUTHORIZING MAYOR TO SIGN THE MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE TO NEBRASKA BOARD OF PUBLIC RECORDS CLASSIFICATION AND STANDARDS 2026.
