CITY OF MILFORD APRIL 7, 2026 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on April 7, 2026 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. PUBLIC COMMENT: No comments. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approved Minutes: 3/3/26 b. Approved Claims: Accounts Payable - Totaling $191,267.04 c. Approved Treasurer’s Report for 2/26 d. Reports/Communications filed by Governing Board and City Personnel. e. Authorized payment process of drawdown #5 for 23-TFHO-16023 OOR Program in the amount of $107,923.99. SALARIES: $46,899.84 GENERAL FUND: See attached. PUBLIC HEARING: To hear testimony in favor of, or opposition to, and to answer questions in relation to vacating the Heyen 1st Addition Plat and approving the proposed Final Plat for Heyen 1st Addition “corrected”, a portion of the S.W. ¼ of Section 7, Township 9 North Range 4 East of the 6th P.M., Seward County, NE. Mayor Kelley opened the public hearing at 7:05 pm. Attorney Aerts informed us this public hearing is for technical clarification of the Plats, and it is also for vacation of the Original Heyen Addition. Mayor Kelley closed the public hearing at 7:06 pm. NDWEE WATER STATUS UPDATE: Mayor Kelley wanted to address the community in a way that was meaningful and speak directly to the people that wish to come to the council meeting and talk on behalf of the recent water quality that we’ve seen this spring. Our area consists of high iron and manganese coming out of the ground water. We are required by the State for corrosion control to put an additive, a phosphate, into our water that protects not only our water lines, but your water lines running into homes. The sediments created by this process falls to the bottom of the water lines and over a long winter that provides build up. When an increased amount of water pushes through the lines it stirs up the settled sediment, forcing it through the system. Reasons this can happen include water main break, use of outdoor sprinklers, flushing hydrants these are just a few. Typically, we flush hydrants two times a year, in the fall and, in the spring. We're going to be doing some different flushing, like spot flushing in certain areas that we've learned are maybe a little bit heavier in potential build up. Mayor Kelley asked if anyone wanted to address the Board. We also have the state of Nebraska here with us. Katie Sparks, lives in the new development down by the golf course. Do you actually drink the water? Mayor Kelley asked for clarification. When it comes out of the faucet brown and it looks like you have brewed tea? It's damaged my water heater, my clothing and we go through filters more frequently than we should. Moving into a brand-new house, I would not expect that. And yeah, if I gave you a glass of water that came out when you're flushing the stuff and it is brown and disgusting, would you drink it? Mayor Kelley, when we share with the public that we're flushing hydrants, that means that there's a temporary pause on what the level of quality is that we're delivering to your home. No one is going to say that they would drink water during that time frame because we're flushing hydrants. Katie, It's not always when you guys are flushing. Mayor Kelley, What I would say is every home in this town experiences something slightly different. We've seen online, we talked with residents, that one house may be receiving something entirely different in a level of quality of water than the house right next to them. I don't know the situation of your home. I'm saying when we flush hydrants, we're advising the community not to use the water during that time. With no further comments. CURRENT BUSINESS: Consider Proclamation for Southeast Community College National Apprenticeship Week 2026, April 26, 2026 – May 2, 2026. Jon Kisby with Southeast Community College asked the Council to consider declaring the week of 4/26/26 – 5/2/26 as a National Apprenticeship Week here in Milford Nebraska. It is a nationwide celebration of the apprenticeship model of learning. Council approved moving forward with the proclamation for Southeast Community College National Apprenticeship Week of 2026 which is actually 4/26/26 through 5/2/26 . Consider approval of the ALLO Non-Exclusive Public ROW License Agreement and authorize Mayor to sign the same. Al Schroeder Vice President of OSP Engineering for ALLO. Asking the Board to consider approving the ROW agreement. The background on this, cable TV types that we offer today are coming to an end. Basically, we're eliminating that product here later in the year. We're replacing it with a partnership with DIRECTV. More channels, better quality, lots more recording capabilities. Council approved the ALLO non-exclusive public right of way license agreement and authorized the mayor to sign the same. Discuss/consider maintenance plan full-service agreement with Maguire on the 300,000 gallon water tower. Jake Duggar with McGuire. I cover all of Nebraska talking to towns about their water tower maintenance cleaning, painting and everything that goes along with it. We actually built and constructed your water tower back in 2003 and we've been doing maintenance on it ever since. What we try to do with these agreements is make it easier to budget annually, a lower, manageable amount so you're able to take care of the tower. Council approved the maintenance plan full-service agreement with Maguire on the 300,000-gallon water tower pending legal review. Webermeier Scholarships – Council approved 3 new and renewed 8 Webermeier Scholarships for the 2026-2027 school year. Consider hiring part-time summer maintenance employee and set wage: Hired Floyd Nitzsche as part-time summer maintenance employee at $15.00 per hour for mowing. Consider hiring pool employees and set wages for the 2026 season. Approved hiring the pool employees and establish wages as provided. Update on Zuercher/Central Square Interlocal Agreement Chief Kremer noted they are considering extending the extension and may have a remedy to speed up the process.
