VILLAGE OF GOEHNER May 3, 2022 The Village of Goehner Board of Trustees met in open and regular session on May 3, 2022, at the Goehner Fire Hall, as posted in three places in the Village. Chairperson Knisley announced the location of the OPEN MEETINGS ACT POSTER. The meeting was called to order by Chairperson Knisley at 7:31 p.m., at the Goehner Fire Hall. Upon roll call, the following board members were present: Consent agenda of Minutes of 4/5/2022; Treasurer’s Report; Bills payable to date; Trustee Ostrander moved to approve the consent agenda, with second by Agena. RCV: Aye-Trustee Ostrander, Agena, Bialas, Besse and Knisley. Motion carried. Three bids came in for Blight and Substandard study. Hanna/Keelan, full study and plan $18,200; JEO $6200 + plan fees; Marvin $4250 + $750/meeting + plan fees). TIF attorney could draft plan for about $2000. Beck’s Hybrid to pay for study per MEO. Motion to accept the bid from Marvin for $4270 + $750/meeting + plan fees for Blight and Substandard study and the Redevelopment Plan from Attorney Andrew Willis for $2000 by Trustee Besse, seconded by Ostrander. RCV: Besse, Ostrander, Bialas, Agena, Knisley. Motion Carried. Motion to approve Memorandum of Understanding between Village of Goehner and Beck’s Hybrid to pay for said study by Besse, Seconded by Bialas. RCV: Besse, Bilas, Agena, Ostrander, Knisley. Motion Carried. Zoning Inspector Report: Beck’s Hybrid building permit $25 +$3/$1000 of valuation for $18m = $54,025.00 to stay with standard practices. Board approves permit once check is received via mail. Request for a permit for pedestal power pole to feed house and shed was presented. Board decided no permit is needed, just make sure all setbacks are met. The traffic report was emailed to the board on 5/1/22. Clerk reported that we are creating a Facebook page for Village for increased communication. Working on Annual Quality Water report and posting requirements. Working with Beck’s Hybrid and other entities to proceed with TIF process and building permit.
