VILLAGE OF GOEHNER 3/7/2023 The Village of Goehner Board of Trustees met in open and regular session on March 7, 2023, at the Goehner Fire Hall, as posted in three places in the Village. Chairperson Knisley announced the location of the OPEN MEETINGS ACT POSTER. The meeting was called to order by Chairperson Knisley at 7:30 p.m., at the Goehner Fire Hall. Upon roll call, the following board members were present: Ostrander, Agena, Besse, Bialas and Knisley. Consent agenda: Minutes of 2/7/2023; Treasurer’s Report; Bills payable to date; Trustee Ostrander moved to approve the consent agenda with a second by Besse. RCV: Ostrander, Besse, Bialas, Agena, Knisley. Viaero Wireless was present to request an extension of the of cell tower building permit that was approved on 1/5/21. The tower didn’t get built because of covid, then iron costs were inflated, and now NPPD has a shortage of meters and other items. Motion to extend building permit and application for tower for an additional year by Besse, seconded by Agena. RCV: Besse, Agena, Bialas, Ostrander, Knisley. Motion carried. Mound Prairie Cemetery needs tax ID # to apply for special funding. Village said they would allow use of their number and create a “fund” to help. Tax Exempt status is being sought out currently. Motion to allow temporary Cemetery fund to be setup for donations. Motion by Ostrander, seconded by Besse. RCV: Ostrander, Besse, Bialas, Agena, Knisley. Motion Carried. Clerk presented updated zoning regulations with % instead of dimension. Took into consideration the size of current lots and the buildings on those lots. This is for zoning regulations 8.1 & 8.4. Board directed clerk to talk to JEO about additional input on the regulations and send draft to attorney to review. Zoning Inspector Report: Jeff Luebbe submitted a request to put a grain bin up and paid deposit. Clerk to see if he is up to date on his permits and bins. Traffic Report was emailed to board. Next Solid Waste/Recycling meeting will be held on 3/30/23. Clerk reported that she is currently working on a census. Reported that there are about $300,000 in unrequested ARPA funds at the County that the Village should put a request in. Clerk to send request to JEO to go out for bids for the water meter project they suggested in the water study. Village to request funds to pay for that project once sealed bids are complete. Clerk attended LNM conference in February and received 16 hours of CEs for clerk/treasure annual requirements. Adjourned at 8:05pm.
